Regarding capital punishment cases,currently there is not a country on earth that can biblically execute killing someone for idolatry and other cases that require death of the offender. To kill someone for breaking one of the Laws where it is commanded to kill someone can't be done. So this is another reason why several laws can't be done because the biblical guideline is not present.
In addition, to my comment, it would not be possible to carry the capital punishment out due to the laws of the land which we currently live for most all of us who are trying to keep Torah to the best of our ability.
